Après avoir redémarré Apache, je n'obtiens toujours aucune erreur ou avertissement.

J'ai changé error_reporting dans php.ini
de :

en
error_reporting = E_ALL | E_STRICT
Après quoi j'ai redémarré Apache, par exemple
/etc/init.d/apache2 restart
Mais la page n'affiche toujours pas d'erreurs ou d'avertissements d'aucune sorte.
QUESTION ORIGINALE:
Le script suivant génère un avertissement parce que $err se trouve à l'intérieur de l'instruction if. Pourquoi cet avertissement ne s'affiche-t-il pas sur la page PHP dans un navigateur Web ?
Je dois consulter les journaux d'Apache pour voir l'avertissement. De même, si je change délibérément l'instruction "insert into" ; en "delete into" ;, aucune erreur ne s'affiche sur la page PHP. Pourquoi les erreurs ne s'affichent-elles pas sur la page PHP ?

Pour le développement pur, j'opte pour :

N'oubliez pas non plus d'activer le paramètre display_errors.

Après cela, redémarrez votre serveur pour Apache sur Ubuntu :
