Depende do que melhor significa para si. Produtividade sábia, don'não reinvente a roda e use o Apache Commons. Que está aqui IOUtils.toByteArray(InputStream input)
.
Você pode usar a api NIO também para fazer isso. Eu poderia fazer isso com esse código desde que o tamanho total do arquivo (em bytes) coubesse em uma int.
